Hacía la modernización del Consejo Nacional Forestal: Retos y perspectivas del modelo de gobernanza participativa.

Abstract

La recomposición en el esquema del poder político del Estado y el creciente interés colectivo de la ciudadanía por participar en la solución de problemas comunes, ha generado una novedosa concepción del reacomodo del ejercicio del poder. Esta relación ha permitido a diversas organizaciones sociales, posicionarse como colaboradoras del Gobierno ante la necesidad de legitimar muchas de sus acciones, mismas que se ven reflejadas en la construcción conciliada de planes, estrategias y acciones en beneficio de la sociedad. El modelo de Gobernanza Participativa permite entre otras cosas, el establecimiento de plataformas sobre la cuales operan las organizaciones de la sociedad civil. Sin embargo estos espacios participativos regidos bajo los principios de responsabilidad social, eficiencia y trasparencia, no son evaluados pese a la relevancia que poseen en las tareas de gobierno. Frente a la necesidad de aportar al análisis de estas plataformas en materia forestal, se construyó una propuesta de fortalecimiento al modelo participativo del Consejo Nacional Forestal (CONAF), tomando como referente para su análisis el modelo de gobernanza, entendido como el proceso de intervención actores sociales y gubernamentales en la búsqueda de soluciones a problemas comunes. Con base en esta idea, se consideró necesario realizar una selección de variables del concepto de Buena Gobernanza, identificando las coincidencias existentes entre tres distintas interpretaciones conceptuales. Las variables elegidas fueron: Transparencia, Participación, Eficiencia, Responsabilidad e Imparcialidad. Asimismo, se formuló un cuestionario con la intención de evaluar las actividades del CONAF relacionadas con las variables elegidas del concepto de Gobernanza, el cual constó de cinco bloques con seis preguntas cada uno, orientadas a conocer de manera puntual la consideración que poseen los integrantes del Consejo respecto a las tareas realizadas en cada variable. Derivado del análisis de la información obtenida, se formuló una propuesta de mejora a la operación del Consejo Nacional Forestal. _______________ TOWARD THE MODERNIZATION OF THE NATIONAL FORESTRY COUNCIL: CHALLENGES AND PERSPECTIVES OF THE PARTICIPATORY GOVERNANCE. ABSTRACT: The composition of the political power scheme and the citizenship growing collective interest in participating in common problems solutions has created a new conception of the rearrangement in the exercise of power. This relationship has permitted different social organizations to collaborate with the government in the need to legitimize their actions, the same ones that we can see in the reconciled plans, strategies and actions in the benefit of our society. The model of participative governance, among other things, allows the establishment of platforms in which the social organizations can operate. Yet the participative spaces under the social responsibility, efficiency and transparency principles are not evaluated, even though the importance they represent in the government’s chores. Facing the need to contribute to this platforms in forestry matters, I built a proposal for strengthening the participatory model of the National Forestry Council (CONAF by its initials in Spanish), taking as a reference for its analysis the model of governance, being understood as the intervention of society and government in the search for common problems solutions. With this idea, I considered necessary a selection of variables from the concept of good governance, identifying the coincidences among three different concepts. The selected variables were: transparency, participation, efficiency, responsibility and impartiality. I also formulated a questionnaire with the intention of evaluating the CONAF activities related to the selected variables form the governance concept, which consisted in five groups of six questions each one, oriented to know the punctual opinions of the Council members, regarding the activities performed in each variable. Based on the analysis of the obtained information, I made a proposal to improve the operation of the National Forestry Council.
