Participación en el Consejo Municipal de Desarrollo Rural Sustentable: Caso del Municipio de Texcoco, Estado de México

Abstract

En el ámbito público tiende a consolidarse la participación ciudadana en las decisiones públicas con el fin de mejorar la calidad de las políticas públicas, lo que a su vez implica legitimar las acciones del Estado. Sin embargo, “el diablo está en los detalles” y lasola indicación de esta en los marcos normativos no es suficiente para garantizar una mejoría,quizá el reto más importante está en su implementación, por lo que el objetivo de esta investigación fue conocer los alcances de la participación ciudadana en el Consejo Municipal de Desarrollo Rural Sustentable de Texcoco, Estado de México, identificando la legitimidad de los representantes sociales; el proceso de comunicación que mantienen los actores sociales y gubernamentales; así como la efectividad de la acción pública. La investigación se realizó con un enfoque mixto, los datos cuantitativos se obtuvieron a partir de una encuesta realizada a 42 actores sociales; los datos cualitativos se generaroncon una entrevista semi -estructurada dirigida a los actores institucionales que participaron en el Consejo. Los hallazgos muestran que la participación ciudadana no es efectiva ante los límites y controles que ejercen las instituciones sobre esta, haciendo del Consejo un espacio público que cumple en lo operativo al estar constituido y activo, pero que falta al espíritu democrático participativo al no procurar la representatividad de la sociedad rural y los sectores productivos, y al acotar el proceso de comunicación, orientándolo a sus fines, por lo que la acción pública del Consejo no es efectiva para atender las necesidades reales del sector rural del municipio. _______________ PARTICIPATION IN THE CONSEJO MUNICIPAL DE DESARROLLO RURAL SUSTENTABLE: CASE TEXCOCO, ESTADO DE MEXICO. ABSTRACT: In the public sector tends to consolidate the participation of citizens in public decisions in order to improve the quality of public policy , which in turn implies legitimize state actions. However, "the devil is in the details" and the only indication of this in the regulatory framework is not sufficient to ensure an improvement, perhaps the biggest challenge is in implementation, so that the objective of this research was to determine the scope of citizen participation in the Consejo Municipal de Desarrollo Rural Sustentable of Texcoco, Estado de México, identifying the legitimacy of social representatives, the process of communication that maintain social and governmental actors as well as the effectiveness of public action. The research was conducted with a mixed approach, quantitative data were obtained from a survey of 42 social actors qualitative data were generated with a semi - structured interview aimed at institutional actors who participated in the Council. The findings show that public participation is not effective to the limits and controls exercised by the institutions on this, making the Council a public space that meets the operative to be formed and active, but they lack the spirit of participatory democracy by not seeking the representation of rural society and the productive sectors, and to limit the communication process, guiding their purposes, so that public action is not effective Council to address the real needs of the rural industry.
