Propiedad Social y Desarrollo : el papel territorial de los actores sociales en la región metropolitana de Puebla

Abstract

Planteando como problema el análisis del papel territorial de los actores sociales y sus posibilidades de supervivencia y desarrollo ante la hipótesis de un proceso de Reestructuración territorial, los objetivos se centraron en identificar y analizar para la Región Metropolitana de Puebla los elementos y actores relevantes del proceso, su incidencia en los territorios rurales y sus ejidos, con la finalidad de proponer una estrategia alternativa de desarrollo regional, con base en el Enfoque Territorial del Desarrollo y del Carácter Multifuncional de el Agua y la Tierra. Los resultados muestran el papel activo que sostienen los actores gubernamentales en la transformación de la región bajo su influencia, favoreciendo a un modelo de desarrollo basado en la industria y crecimiento inmobiliario, ocupando y transformación a los territorios rurales, significando la pérdida de tierra y recursos naturales de los ejidos, la pérdida de oportunidad de aprovechar sus ya pocas reservas territoriales, agrícolas y ecológicas, la contaminación y sobre todo, la pérdida de cultura regional. Se propone entonces reconsiderar al territorio como unidad articulada y como objeto de las políticas públicas, con todas sus implicaciones de equidad y justicia, el impulso de sistemas participativos comunitarios, el desarrollo del capital social y humano rural, la recuperación de los sistemas de creencias e ideas, la revisión y ajuste de las legislaciones estatales y municipales relacionadas a los artículos 2º, 25, 26 y 27 Constitucionales, la protección de las reservas de territorio rural que quedan, el inventario, manejo racional e incremento y recuperación de áreas verdes y otros recursos como el agua.______Setting out as a problem the analysis of the territorial role of the social actors and their possibilities of surviving and development before the hypothesis of a process of Territorial Restructuration, the objectives were centered in identifying and analyzing for the Metropolitan Region of Puebla, the outstanding elements and actors of the process, their incidence in the rural territories and their ejidos, with the aim of proposing an alternative strategy of regional development, with basis in the Territorial Approach of the Development and of the Multifunctional Character of the Water and the Land. The results show the active role that the government actors sustain in the transformation of the region under their influence, favoring a development model based on the industry and real estate growth, occupying and transformation to the rural territories, meaning the land loss and natural resources of the ejidos, the opportunity loss of already taking advantage of their few territorial, agricultural and ecological reservations, the pollution and mainly, the loss of regional culture. So, it’s intended to reconsider the territory as an articulated unit and as the public politicians' object, with all their implications of equity and justice, the impulse of participative community systems, the development of the rural social and human capital, the recovery of the systems of beliefs and ideas, the revision and adjustment of the laws and municipal legislations related to the Constitutionals articles 2nd, 25th, 26th an 27th, the protection of the reservations of rural territory that survives, the inventory, rational handling and I the increase and recovery of green areas and other resources such as water.
