Análisis de la aplicación de instrumentos de certificación del manejo forestal sustentable en México.

Abstract

La certificación forestal en México ha evolucionado a través de los años. Desde sus inicios a mediados de la década de los 90 hasta nuestros días, los mercados y la concientización de los usuarios por adquirir productos maderables certificados ha ido en aumento. Sin embargo, aún existen numerosos retos que deben enfrentarse para que la certificación del buen manejo forestal en México obtenga el impulso esperado por el Gobierno Federal. El presente documento realiza una descripción de la cronología de la aplicación de los tres instrumentos de certificación de manejo forestal operantes en México (Auditorías Técnicas Preventivas, NMX-AA-143-SCFI-2015 y Estándar FSC de manejo forestal), así como una descripción de cada uno de ellos. Asimismo, presenta el comportamiento de la aplicación de los mismos en cuanto a certificados emitidos, superficie certificada, volumen de madera certificado y montos económicos asignados a partir de la implementación de apoyos por parte de la CONAFOR a estos instrumentos. Finalmente se enlistan algunos de los retos que se enfrentan actualmente en los procesos de certificación. _______________ ANALYSIS OF THE APPLICATION OF SUSTAINABLE FOREST MANAGEMENT CERTIFICATION INSTRUMENTS IN MEXICO. ABSTRACT: Forest certification in Mexico has evolved over the years. From its beginnings in the mid-1990s to the present day, markets and the awareness of users of acquiring certified timber products have been increasing. However, there are still many challenges that must be faced in order for the certification of good forest management in Mexico to obtain the momentum expected by the Federal Government. This document provides a description of the timing of the application of the three forest management certification instruments operating in Mexico (Preventive Technical Audits, NMX-AA-143-SCFI-2015 and FSC Forest Management Standard), as well as a description from each of them. It also presents the behavior of the application of these instruments in terms of certificates issued, certified area, volume of certified wood and economic amounts allocated since the implementation of economic support by CONAFOR to these instruments. Finally, some of the challenges that are currently facing certification processes are also listed.
